I am disabled. I have type-two diabetes. I take pills and shots everyday. Due to not being able to walk very far and not being able to handle stairs I need to use the handicap ramp installed in my front yard. The county stepped in and said I need a permit and driveway made to get to the ramp. I priced out the permit and base for cement at $2200. This does not include the price of cement to finish the driveway. Can I get help for a driveway in my front yard to access my handicap ramp?

Maybe. You should contact your local Area Agency on Aging to see what resources they are aware of to help you. You dan also get good advice on what organizations provide help in this article about Home Improvement Help.
