Like $1,000 to get $10,000; with the max being $5,000 for $50,000. They ask you to go through Western Union. Are there any grants that ask you to pay money to get money?

No there are not -- but there are a lot of scams that use this pitch. They typically pretend to be from some government agency and contact you by phone or mail --- which the government will NEVER do. Neither do legitimate grant makers. Do not give them any personal information and definitely no money -- you will never see it again, nor will you receive a grant. This has gotten so common that the government is even advertising, warning people not to fall for this. Take a look at Free Money Phone Call Scams to learn more.
