Are there grants to grow hemp in the USA?

Hemp is the source of CBD that helps with so many conditions with no psychoactive effects.

There have to be Grants in the USA to grow for medical purposed, renewable fuel source, clothes, paper, etc....

Early in 2014 Persident Obama signed the Farm Bill which included legalizing hemp production for research purposes ONLY. It allows colleges and universities, as well as State Agriculture Departments to grow hemp for academic or agricultural research purposes. It also only applies to those states where industrial hemp farming is legal. Each state is responsible for its own laws about growing and processing hemp. Even so apparently farmers in states where it is legal still get raided by federal agents and may even face jail time since federal policy is weak on differentiating the varieties that are not the psychoactive drug (i.e. marihuana).

So unless you are a college or university interested in growing hemp for research or other academic purposes you won't find a grant to grow hemp in the USA. Your best bet would be to go to the website of your state's Agriculture Department and see what grants they offer for farmers --- if you want to risk growing hemp.
