Hi Ms D, yes this is a frustrating problem. The VA does offer Highly Rural Transportation Grants to help those in very rural areas. The VA also has a Veterans Transportation Service for those in other areas. Check out the VA website to check to see what services may be offered in your area already, or to see how to apply for the highly rural transportation grants.
Highly Rural Transportation Grants (HRTG) is a grant-based program that helps Veterans in highly rural areas travel to VA or VA-authorized health care facilities. This program provides grant funding to Veteran Service Organizations and State Veterans Service Agencies to provide transportation services in eligible counties. - See more at: http://www.va.gov/HEALTHBENEFITS/vtp/highly_rural_transportation_grants.asp#sthash.OUC57HrU.dpuf
You should also search your local area for non-profits providing veteran transportation services in your area. If there are none, the VA should be able to provice some information about how to start one. And you can check grants.gov to see if grants are available for that now.
