So sorry but there is no way that this can be true. Grants -- especially federal grants - are NEVER announced in this way -- or by us mail or by telephone.
I had not heard of scammers starting to use Facebook to find their victims but I guess it was inevitable. I would do two things right away:
1. Report the abuse to Facebook; and
2. For some good iformation read this article about phone call money scams!
