That's an interesting question but I'm afraid the answer is no. If you think about it would be kind of like giving a grant to give a grant. I haven't been able to find any group or foundation that gives grants for the purpose of starting a scholarship. But that doesn't mean you can't start your own --- it just means you would have to be creative about the funding.

The number one step in starting a scholarship is finding the funding. Sometimes people have funds themselves they wish to dedicate to this cause. Others have a community of friends and family who are willing to make donations to establish the necessary funds. Another approach you might find more successful is to try crowdfunding. If you are necessary to do the work to create and manage a scholarship, others with similar interests might be willing to donate in order to get involved without doing that work. A good place to look would be something like gofundme. If you can tell a good story and share some inspiring reasons why you want to start the scholarship, many people might be willing to pitch in.
